Decision of Administrative Law Judge: Remanded.

[1] OPINION AND ORDER
[2] This matter comes on for review by the Full Commission from the decision of the Administrative Law Judge filed on August 16, 1994.

[3] After carefully conducting a de novo review of the entire record, and in view of the fact that we are dealing with a relatively new law, we are of the opinion that it would be helpful to all parties concerned in this and future cases, to fully develop and explain any decision based upon Act 796 of 1993. Therefore, we remand this matter back to the Administrative Law Judge and direct him to more fully set forth the basis of his opinion, including relevant facts and the applicable law. He may request briefs by the parties if he so desires.

[4] Thus, we remand this matter back to the Administrative Law Judge. The Administrative Law Judge is directed to set forth with more specificity, the facts and the code section or sections upon which he relied in reaching his decision.

[5] IT IS SO ORDERED.

JAMES W. DANIEL, Chairman ALLYN C. TATUM, Commissioner

[6] Commissioner Humphrey concurs.
